Right to Appeal
HAZLOC International Institute of Training is committed to maintaining a fair and transparent certification process. As a student, you have the right to appeal any decision made by HAZLOC International Institute of Training regarding your certification. Below are the terms and conditions that outline your right to appeal and the basic steps involved in the appeal process.
- Eligibility to Appeal: If you disagree with a decision made by HAZLOC International Institute of Training regarding your examination results, certification status, or any other aspect of the certification process, you have the right to appeal.
- Grounds for Appeal: Appeals can be made on various grounds, including but not limited to perceived errors in the examination process, disagreement with the outcome, or issues related to the fairness of the process.
- Timeframe for Appeal: Appeals must be submitted in writing within 30 days of receiving the decision that you wish to appeal.
- How to Submit: To submit an appeal, you must provide a written statement detailing the reasons for your appeal, including any relevant evidence or documentation. Appeals should be directed to the official contact provided by HAZLOC International Institute of Training on our website or through direct communication channels.
- Acknowledgment of Appeal: Upon receiving your appeal, HAZLOC International Institute of Training will acknowledge receipt of your appeal within five business days. You will be informed that your appeal is being reviewed and provided with an estimated timeframe for a decision
- Review Process: Your appeal will be reviewed by an independent Appeals group, which consists of individuals who were not involved in the original decision-making process. The group will evaluate the information provided in your appeal, as well as any additional relevant documentation.
- Decision on Appeal: The Appeals group will make a decision based on their review. You will be notified of the outcome in writing within 30 days of the appeal submission. The decision will include a clear explanation of the reasons behind the decision.
- Further Action: If you are not satisfied with the outcome of the appeal, you may request a further review or escalate the appeal to an external body.
- Finality of Decision: The decision made by the Appeals group is considered final unless further action is taken as outlined above. If no further action is requested within the specified timeframe, the decision will be considered resolved.
- Confidential Handling: All information related to your appeal will be handled with the utmost confidentiality. Only those directly involved in the review and decision-making process will have access to your appeal documents.
- No Negative Consequences: Exercising your right to appeal will not result in any negative consequences regarding your current or future certification opportunities with HAZLOC International Institute of Training.
Formal Complaints
HAZLOC International Institute of Training is dedicated to providing a transparent and fair certification process. Suppose you have a formal complaint regarding any aspect of our services, examinations, or certification process. In that case, we encourage you to bring it to our attention so that we can address your concerns promptly and effectively.
Definition: A formal complaint is any expression of dissatisfaction with the services, processes, or outcomes provided by HAZLOC International Institute of Training. This includes complaints related to the conduct of our staff, examination procedures, certification decisions, or the quality of training provided.
- Written Submission: Complaints must be submitted in writing to ensure that all concerns are clearly documented. Your complaint should include your full name, contact information, details of the issue, and any supporting evidence.
- Submission Methods: Complaints can be submitted via email or post.
- Acknowledgment of Receipt: Upon receiving your formal complaint, HAZLOC International Institute of Training will acknowledge receipt within five business days. This acknowledgment will include confirmation that your complaint is being reviewed and an estimated timeframe for resolution.
- Investigation and Review: Your complaint will be thoroughly investigated by an independent review team within HAZLOC International Institute of Training. This team will gather all relevant information, interview involved parties, and assess the validity of the complaint.
- Resolution and Response: After the investigation, we will provide you with a written response detailing the outcome of the review. This response will include any actions that have been or will be taken to address the complaint and, if applicable, how similar issues will be prevented in the future. The resolution will be communicated to you within 30 days of receiving the complaint.
- Further Action: If you are not satisfied with the resolution provided by HAZLOC International Institute of Training, you may request that the complaint be escalated to a higher authority within our organisation. Where you are dissatisfied with the outcome of the internal complaints process, you have the right to seek a review by an external agency. The National Training Complaints Hotline refers complainants to an appropriate agency or authority that reviews complaints National Training Complaints Hotline – Department of Employment and Workplace Relations, Australian Government. Alternatively, the Queensland Training Ombudsman provides a free, confidential and independent review service for VET related complaints Home – Training Ombudsman.
- Confidential Handling: All formal complaints are handled with strict confidentiality. Only those directly involved in the investigation and resolution of the complaint will have access to the complaint details.
- No Retaliation: Submitting a formal complaint will not result in any form of retaliation or negative consequences regarding your current or future dealings with HAZLOC International Institute of Training. We are committed to maintaining a professional and supportive environment for all our clients.
Cancellation Policy
HAZLOC International Institute of Training Pty Ltd reserves the right to cancel, postpone, or reschedule courses due to low enrolments or unforeseen circumstances. In the event of a cancellation, all affected students will be offered a full refund and/or the opportunity to reschedule without any penalty.
HAZLOC International Institute of Training Pty Ltd also reserves the right to modify course fees, dates, content, trainers, or the method of delivery at its discretion.
The organisation is committed to adhering to the National Vocational Education and Training Act 2011 and the Training Regulator Act 2011, ensuring that all training and assessment practices meet the required standards of quality and compliance. Processes are in place to ensure students receive the highest standard of training and assessment in line with these legislative requirements.
All refunds issued by HAZLOC Training must comply with the requirements of Australian Consumer Law (ACL). Under no circumstances will there be any deviation or dispensation from the legal obligations outlined in the ACL. This ensures that all students are afforded their statutory rights, including guarantees relating to services provided. HAZLOC Training is committed to adhering to these standards at all times, ensuring fairness and compliance with consumer protection laws.
- Quotations and Validity
HAZLOC International Institute of Training Pty Ltd provides quotes to clients for approval prior to booking a course. - Acceptance and Confirmation
The company must accept the quote in writing as soon as possible. Confirmation of training delivery dates is subject to receipt of a Company Purchase Order (PO) or written confirmation of a pending PO. All Purchase Orders must be provided no later than 14 days before the scheduled training delivery date. - Cancellation Fees
Cancellation fees apply for group bookings as follows:
If a group booking is:
i. Cancelled with more than 10 business days’ notice prior to the course commencement, no cancellation fee will apply.
ii. Cancelled with less than 10 business days’ notice before the course commencement, 50% of the agreed costs or the minimum numbers quoted will be payable by the client. - Changes to Training Details
HAZLOC International Institute of Training Pty Ltd reserves the right to change trainers or other details as necessary to deliver the course effectively.
These terms ensure clarity and fairness while maintaining the flexibility needed to deliver high-quality training.
- Refund Policy for Enrolment Fees
Enrolment fees may be refunded under the following circumstances:- Full Refund: If a student withdraws more than seven (7) days prior to the course commencement, the full enrolment fee will be refunded.
- Partial Refund: If a student withdraws less than seven (7) days but more than one (1) business day prior to the course commencement, 20% of the course fee will be forfeited, and 80% of the course fee will be refunded.
- No Refund: No refunds will be granted from the date of the course commencement.
- Special Circumstances
In line with our values on equity and access, students with special circumstances may request alternative payment arrangements. Students are encouraged to email info@hazloctraining.com.au to discuss their situation and seek resolution within the refund eligibility period. - Individual Postponement Policy
- If a student qualifies for an 80% refund but chooses to postpone instead, the refund remains valid for up to four (4) weeks after the original course commencement date.
- The course postponement period is limited to a maximum of three (3) months. After this period, the course fees will be forfeited if the student has not attended.
Enrolment Period
Students enrolled in a course with HAZLOC International Institute of Training Pty Ltd are provided a designated enrolment period to complete all training and assessments.
EEHA Courses and Refreshers

All EEHA courses and refresher programs are delivered in-class only.

These courses must be completed during the scheduled training sessions and cannot be extended or completed online.
Certificate IV in Hazardous Areas – Electrical Training

The Certificate IV program includes an online, self-paced component in addition to in-class practical training.

Students have up to three (3) months to complete all required assessments, including both written and practical components.

A maximum three-month extension is available upon request.
Extension Fees

Students requiring additional time for the Certificate IV online component must contact the HAZLOC Training Team to request an extension.

A base rate of 20% of the standard course fees will apply for any approved extension.

Extensions are limited to one per enrolment.

If training is not completed within the original timeframe and the allowed extension period, re-enrolment will be required and full course fees may apply.
Re-Enrolment Administration Fees
If a student’s enrolment is withdrawn due to inactivity or an expired completion date and re-enrolment is requested, the following fees will apply:

Unchanged Course: If the course content has not changed since the original enrolment, a $400 administrative fee is applicable for re-enrolment.

Changed Course: If the course content has changed, the student will lose access to previously completed material and will be required to complete all assessments again. The applicable fees will be the full course fees.
Completion Requirements

EEHA courses and refreshers must be completed in-class only within the scheduled timeframe.

Certificate IV in Hazardous Areas – Electrical Training must be completed within the designated three-month online enrolment period, with a single extension of up to three months available.

Failure to complete within these timeframes will result in enrolment withdrawal and the need for re-enrolment under the conditions listed above.
Terms and Conditions
HAZLOC International Institute of Training is an Australian company. By accepting this quote or enrolling in any course provided by HAZLOC International Institute of Training, you consent to any disputes arising from this agreement being governed by and construed in accordance with the laws of Australia. You further agree that any such disputes will be subject to the exclusive jurisdiction of the courts of Australia.
Quality Assurance
HAZLOC International Institute of Training Pty Ltd implements structured self-assurance and continuous improvement process to ensure that it meets its responsibility to ensure the ongoing quality of its training and assessment services in compliance with the Standards for RTOs 2015.
Issuing Certification
HAZLOC International Institute of Training Pty Ltd is responsible for issuing qualifications and Statements of Attainment in compliance with the Standards for RTOs 2015 (Schedule 5), the Australian Qualifications Framework (AQF) Issuance Policy, and the Student Identifiers Act 2014. All certification documentation must include the required details, such as the learner’s name, course code and title, date of issuance, authorised signatory, and the Nationally Recognised Training (NRT) logo where applicable. The Unique Student Identifier (USI) will not be included on certificates in accordance with legislative requirements.

Privacy Policy
All student data collected by HAZLOC International Institute of Training Pty Ltd is treated as strictly confidential and is protected under the Australian Privacy Act 1988. This means any personal information, academic records, or other data provided by students will only be used for purposes directly related to their training and assessment. Access to this data is restricted to authorised personnel and will not be shared with third parties without the explicit consent of the student, unless required by law. The institute is committed to maintaining the highest standards of data security and privacy, ensuring that all information is stored securely and managed in compliance with Australian privacy legislation.
Expectations of Students
All students enrolled in training with HAZLOC International Institute of Training Pty Ltd are expected to adhere to the principles of professionalism and workplace standards. By enrolling in our educational programs, students acknowledge their responsibility to take ownership of their learning, actively participate in the course, and seek assistance from their trainer or assessor when required. All students agree to meet the following expectations for the duration of their training:
Attendance and Participation
Students are required to:
- Provide personal information as outlined in the enrolment form.
- Supply their USI (Unique Student Identifier), as Certificates and Statements of Attainment cannot be issued without it.
- Be punctual and attend all scheduled training sessions.
- Refrain from attending training under the influence of drugs or alcohol.
- Adhere to the prescribed dress code, including closed-in shoes or steel-cap boots. For days involving practicals, high-visibility shirts and safety glasses are required.
- Ensure mobile phones are switched off or set to silent mode during training sessions.
Behaviour
HAZLOC International Institute of Training Pty Ltd expects all students to demonstrate behaviour that aligns with workplace professionalism standards, ensuring a respectful and collaborative environment. This includes:
- Treating trainers, staff, and fellow students with courtesy and respect.
- Avoiding harassing, abusive, or bullying behaviour.
- Maintaining appropriate and professional communication at all times.
Any complaints or breaches of behaviour will be reviewed and managed in accordance with our policies, ensuring all matters are handled fairly and promptly.
By adhering to these expectations, students contribute to a safe and productive learning environment reflective of professional workplace standards.
Student Requirements
Each student is required to:
- Submit the required prerequisites prior to the commencement of the course. Failure to provide prerequisites before the start of the course may affect your enrolment.
- Have access to a stable internet connection and a computer or laptop equipped with Microsoft Office applications, as needed for the course.
- Possess basic computer skills to effectively undertake and complete the assessments, including the ability to use Microsoft Word and Excel, and navigate the online assessment platform through a web browser.
- Complete and submit the required assessments online.
- Students attending the classroom are required to wear closed shoes and bring their laptops with them.

As a registered training organisation (RTO), we collect your personal information so we can process and manage your enrolment in a vocational education and training (VET) course with us.
HOW WE USE YOUR PERSONAL INFORMATION
We use your personal information to enable us to deliver VET courses to you, and otherwise, as needed, to comply with our obligations as an RTO.
HOW WE DISCLOSE YOUR PERSONAL INFORMATION
We are required by law (under the National Vocational Education and Training Regulator Act 2011 (Cth) (NVETR Act)) to disclose the personal information we collect about you to the National VET Data Collection kept by the National Centre for Vocational Education Research Ltd (NCVER). The NCVER is responsible for collecting, managing, analysing and communicating research and statistics about the Australian VET sector.
We are also authorised by law (under the NVETR Act) to disclose your personal information to the relevant state or territory training authority.
How NCVER and other bodies handle your personal information
NCVER will collect, hold, use and disclose your personal information in accordance with the law, including the Privacy Act 1988 (Cth) (Privacy Act) and the NVETR Act. Your personal information may be used and disclosed by NCVER for purposes that include populating authenticated VET transcripts; administration of VET; facilitation of statistics and research relating to education, including surveys and data linkage; and understanding the VET market.
NCVER is authorised to disclose information to the Australian Government Department of Employment and Workplace Relations (DEWR), Commonwealth authorities, state and territory authorities (other than registered training organisations) that deal with matters relating to VET and VET regulators for the purposes of those bodies, including to enable:
- administration of VET, including program administration, regulation, monitoring and evaluation
- facilitation of statistics and research relating to education, including surveys and data linkage
- understanding how the VET market operates, for policy, workforce planning and consumer information.
NCVER may also disclose personal information to persons engaged by NCVER to conduct research on NCVER’s behalf.
NCVER does not intend to disclose your personal information to any overseas recipients.

Language, Literacy, and Numeracy (LLN)
LLN Requirements and Expectations
Due to the prerequisite requirements for HAZLOC Training courses, students are expected to have a sufficient level of Language, Literacy, and Numeracy (LLN) to successfully participate in training and assessment. The required LLN skills are inherently met through the prescribed entry requirements, which include:
- Certificate III in Electrotechnology or
- A valid electrical licence
These qualifications ensure that students already possess the fundamental LLN skills necessary to engage with course materials, complete assessments, and perform industry-related tasks.
Identifying LLN Support Needs
If a prospective or current student identifies as requiring LLN support, HAZLOC International Institute of Training Pty Ltd may require the student to complete an LLN assessment to determine their current skill level relative to the course requirements.
Support and Adjustments
Where a student’s LLN level is identified as being below the course requirements, HAZLOC Training will take appropriate steps to support the student, which may include:
- Applying Reasonable Adjustment processes to facilitate learning without compromising competency standards.
- Referring the student to specialist LLN support services, such as:
- Skills for Education and Employment (SEE) providers
- The Reading Writing Hotline
- Adult Learning Australia
All LLN support measures will be assessed on a case-by-case basis, ensuring that students receive the necessary assistance while maintaining the integrity of training and assessment outcomes.
Student Support
HAZLOC International Institute of Training Pty Ltd is committed to providing an inclusive and supportive environment for all students. We recognise that some students may have special needs that require accommodation during the training and assessment process. The following section outlines the procedure for students to request such accommodations:
Principles of Reasonable Adjustment
HAZLOC Training ensures:
- Students are aware that they have the opportunity to disclose disability learning needs or request Reasonable Adjustment either prior to or during their enrolment period,
- Students able to participate in learning and assessment on an equitable basis and have access to a range of reasonable adjustment support services during their studies
- It applies Reasonable Adjustment processes without compromising the integrity of the qualification and outcomes.
Types of Reasonable Adjustments:
To ensure equitable access to training and assessment, HAZLOC Training will provide reasonable adjustments for students with specific learning needs, disabilities, or medical conditions. Adjustments may include:
Modification of Educational Premises
Where safe and practical, modifications to educational premises will be made to ensure accessibility. This may include:
- Relocating to wheelchair-access-friendly locations or Installing ramps or lifts for wheelchair access.
- Providing accessible disability toilets.
- Holding classes in rooms that are accessible to persons with disabilities
Modifying or Providing Equipment
Equipment may be modified or provided to meet the needs of students with disabilities, such as:
- Lowering benches or workstations
- Enlarging computer screens or providing assistive technology
- Providing chairs with ergonomic support or other assistive furniture
Changing Assessment Methods
Assessment methods may be altered to suit individual circumstances. For example:
- Conducting oral examinations instead of written exams
- Allowing additional time for assessments or providing a scribe to assist with written tasks
- Adjusting assessment formats to cater to the needs of students with disabilities
Changing Course Delivery
Course materials and delivery methods can be adjusted to accommodate students’ needs, including:
- Providing notes, research materials, or other learning resources in accessible formats (e.g., large print, audio)
- Arranging for a sign language interpreter or other support services to assist with communication
Seeking Advice from Disability Organisations
- If necessary, the RTO will seek advice from organisations that represent or provide services to individuals with disabilities. This ensures that adjustments are appropriate and effectively meet the student’s needs.
Negotiating Assessment Methods
- Students may negotiate alternative assessment methods to allow for individual circumstances. This could include adapting assessment times, formats, or locations to ensure students are able to demonstrate their competencies effectively.
Adapting Assessment Tasks to Suit the Workplace
- Where appropriate, assessment tasks may be adapted to reflect real-world workplace conditions. This ensures relevance and practicality while still meeting the requirements of the qualification.
Reasonable adjustment amendments are made without altering the academic integrity of the learning and assessment process or outcomes and comply with the Standards for Registered Training Organisations (RTOs) 2015, the Disability Discrimination Act (1992), Anti-Discrimination Act 1992 and the Disability Standards for Education (2005).
Determining Reasonableness
A person may not be permitted to access HAZLOC Training services (including reasonable adjustment) in the event:
- The provision of additional support services, resources or equipment would impose unjustifiable hardship on the organisation
- Where a student’s disability is an infectious disease or other condition where it is reasonably necessary to isolate or discriminate to protect the health and welfare of the student or others
- Where HAZLOC Training is required to act in accordance with Section 47 of the Disability Discrimination Act 1992.
- The student has a criminal history that impacts their capacity to meet the requirements of the course
In determining what constitutes unjustifiable hardship, HAZLOC Training will take into account:
- The nature of the benefit or detriment likely to accrue or be suffered
- The effect of the individual’s disability
- The financial circumstances and estimated expenditure required by HAZLOC Training.
Opportunity to Declare
During the enrolment process, all applicants are informed of their right to request reasonable adjustments to accommodate special learning or accessibility needs. This notification is provided at the time of enrolment.
Submission of Request
Applicants requiring reasonable adjustments should declare their needs as early as possible. Requests can be submitted on the enrolment form or in writing to HAZLOC International Institute of Training Pty Ltd either at the time of enrolment or as soon as the need for adjustments arises.
The request should include:
- A clear description of the applicant’s specific needs.
- The type of accommodations or adjustments required.
- Any supporting documentation, such as medical certificates or professional assessments, that may assist in evaluating the request.
Evaluation of Requests
Upon receiving a request for reasonable adjustments, HAZLOC International Institute of Training Pty Ltd will review the submitted information, including any supporting documentation.
The evaluation process will involve:
- Assessing the nature of the applicant’s specific needs.
- Reviewing the requested accommodations to determine their feasibility and appropriateness within the training and assessment framework.
- Consult with relevant professionals or specialists, if required, to ensure the most suitable adjustments are identified.
Consultation
Where necessary, HAZLOC International Institute of Training Pty Ltd may consult with the applicant and relevant professionals to assess the specific requirements and determine the most appropriate adjustments.
Approval and Notification
Once the evaluation is complete, HAZLOC International Institute of Training Pty Ltd will provide the student with formal feedback regarding their request. This feedback will include:
- Confirmation of the reasonable adjustments that have been approved.
- An explanation of any modifications made to the original request.
- Justification if any requested adjustments cannot be provided, along with alternative support options where possible.
- A timeline for the implementation of approved accommodations.
Implementation
HAZLOC International Institute of Training Pty Ltd will ensure that all approved accommodations are in place, including modifications to training materials, examination procedures, assessment conditions, or learning environments.
Confidentiality
All information related to reasonable adjustment requests, including supporting documentation, will be treated as confidential. HAZLOC International Institute of Training Pty Ltd will manage this information in accordance with privacy laws and its confidentiality policy. Only relevant staff members will be informed of the necessary adjustments.
General Support
In addition to learning accommodations, HAZLOC Training provides support for students experiencing non-academic issues, including:
- Access to learning materials.
- Technical issues such as login problems.
- Administrative concerns.
Students must report issues via phone or email. The office staff will direct the request to the appropriate team member. If the correct point of contact is unclear, the Managing Director will assign the issue to the appropriate person.
Urgent matters should be reported via phone during business hours for prompt resolution. Students will be informed of the expected timeframe for issue resolution.
General support can be offered in a number of ways:
- Learning and assessment queries and issues, including for the self-paced component of courses
- Reasonable adjustment
- One-to-one coaching and support.
Recognition of Prior Learning (RPL)
HAZLOC Training provides Recognition of Prior Learning (RPL) services for all units of competency and qualifications within our scope.
Each course has a different Recognition of Prior Learning (RPL) policy. Contact HAZLOC Training via email or phone to obtain specific details about the RPL process for the units of qualification concerned. The RPL process usually involves a combination of written assessments and the provision of real-world evidence of work completed on the job.
Step 1 – Students interested in applying for Recognition of Prior Learning (RPL) or Credit Transfer must complete the required enrolment form and tick the box indicating their interest in applying for RPL.
Step 2 – A Trainer and Assessor from HAZLOC Training will contact the student via phone or email. Using the Training and Assessment Strategy (TAS) as a guideline, they will discuss the RPL process and evidence requirements with the student. The trainer will assess the student’s level of experience and knowledge as it relates to the relevant units of qualification. In consultation with the student, the trainer will determine whether the RPL pathway is a suitable option.
Step 3 – If the student decides to proceed with the RPL process, their enrolment will be finalised. The Trainer and Assessor will then send an email detailing:
- The exact evidence required, and
- Any assessment materials needed to support the RPL process will be managed via cloud assessment.
Step 4 – Once all requested evidence has been submitted, along with any required supplementary assessments, the Trainer and Assessor will make an assessment decision. This decision must be made in accordance with:
- The details set out in the Training and Assessment Strategy (TAS) and
- The relevant Student Assessment Decision Form for the course.
Credit Transfer (CT)
HAZLOC Training provides Credit Transfer (CT) services for all units of competency and qualifications within our scope.
To facilitate credit transfers, HAZLOC Training must obtain formal evidence demonstrating that a student has previously completed the relevant unit or an equivalent unit. Acceptable forms of evidence include qualification certificates, academic transcripts, statements of attainment, or a Unique Student Identifier (USI) transcript. When a student presents a superseded but equivalent unit of competency, HAZLOC Training can grant credit without additional mapping, as the training package has deemed the units equivalent.
Step 1 – Students interested in applying for Credit Transfer must complete the required enrolment form and tick the box indicating their interest in applying for RPL.
